Confidential
Dear Mr. Delevingne,
Downing Street,
the !!** July, 1916.
We have been for some time past in confidential
communication with the London branch of the Inspectorate General of Chinese Laritime Customs un questions con-
nected with opium smuggling into China. We keep them
informed of any report that we may get of opium on its
way out to China.
kr. King, the secretary of the Inspectorate
General, who has, I believe, pretty accurate information
as to the identity of most of the persons forming the
small gang who engineer most of the smuggling, suggests
to me that as the principals are "soft living" a term
of imprisonment with hard labour would be a far more
and he is anxious effective deterreht than any fine;
that something should be done. We propose therefore,
if you see no objection, to inform him confidentially of
the recommendations of the recent Inter-departmental
Conference, but we do not wish to take action in this
direction
